Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
According to HDB, the Berlayar estate is planned as an expansion of Bukit Merah community and marks the beginning of the transformation of the Greater Southern Waterfront. The estate’s label, which indicates “cruising” in Malay, pays tribute to the location’s spots and maritime heritage.
The new Berlayar estate will discover around 7,000 HDB flats constructed in the coming years. This is higher than the 6,000 housing project units formerly released for the estate, which is situated at the site of the previous Keppel Club.
In addition, Berlayar will be a car-lite property, with walking and cycling networks. Most homes are going to be within a 10-minute stroll from the Labrador Park and Telok Blangah MRT stations, states HDB.
Eugene Lim, major executive officer at ERA Singapore, thinks the apartments at Berlayar Residences are likely to be classified as Prime, given their location in a mature estate and distance to key main areas. He determines prices of four-room flats at Berlayar Residences could begin at around $500,000 to $550,000 prior to grants. “With the increase in aid clawback rates introduced in the July 2025 BTO release, we must expect a clawback price of around 11-12% on these upcoming flats,” he includes.
In a Sept 23 release, HDB claims the rise in projected real estate adheres to comprehensive preparation researches on the 48ha site. Including private housing, Berlayar is anticipated to generate around 10,000 new homes.
The initial Build-To-Order (BTO) project at Berlayar will be released for sale next month as part of the October 2025 BTO exercise. Berlayar Residences are going to offer 870 units of two-room flexi, three-room and four-room apartments. There will additionally be 200 public rental flats.
Lim predicts the apartments obtaining a strong response, noting that BTO projects in Bukit Merah introduced in July, including Prime project Alexandra Peaks, viewed a healthy application rate. “We can anticipate this demand proceeding in October, especially as not successful applicants for Alexandra Peaks might try their luck with one more Bukit Merah project.”
Several 20% of the site, or up to 10ha, are going to be reserved for environment-friendly spots. 4 green passages, ranging from 30m to 60m wide, will weave through the estate, offering leisure areas for residents while also assisting in ecological connectivity between the Southern Ridges and Labrador Nature Reserve. BTO projects in Berlayar are going to be created with staggered heights, with blocks oriented to provide even more residents with panoramas of the Southern Ridges and the coastline.
He also anticipates two-room flexi flats at Berlayar Residence might show popular among single applicants. “Because of its distinct place, which integrates city-fringe comfort with a seaside view, it can end up being a prominent choice for singles, who may discover the site suits their way of lives.”
